The Minister of Finance, Mohamed Maait, confirmed that the government agreed to some new benefits to improve the job conditions of workers established in funds and special accounts, in a way that lays the foundations for a work environment that stimulates innovation, and that contributes to raising the efficiency of performance and improving the quality of services provided to citizens, explaining that it was decided to preserve the right of these people. Employees who are fixed on funds and special accounts, in promotion by raising the job grades they occupy to higher grades, so that their job positions are not frozen; Which contributes to achieving job and social stability for them.

 

The minister indicated that it is permissible to include the period of practical and scientific experience of these workers who are fixed on funds and special accounts, before the civil service law comes into force, in light of the conclusions of the Central Agency for Organization and Administration, and the advisory opinion of the General Assembly of the Fatwa and Legislation Departments in the State Council.

 

A statement by the Ministry of Finance stated that the job organization for workers in funds or special accounts, which the government succeeded in approving, included the permissibility of transferring them to units other than the ones in which they work in accordance with the established controls, including: The transfer of the worker to a personal job of the same degree he occupies in the unit from which he is transferred. And fulfilling the conditions for occupying the personal position to which he is transferred, and the transfer is at the request of the worker, or the request of the unit he is transferred from or the unit he is transferred to in order to achieve the public interest, and that the work need of the unit from which the transfer is required allows transfer, pointing out that it is permissible to delegate workers in funds and private accounts entirely. To temporarily carry out the duties of another job of the same degree as his job or the degree directly above it in another unit for a period not exceeding four years in each unit.

 

The statement indicated that the transfer or assignment of employees in funds or special accounts shall be to a unit that has a fund or a special account or a unit of a special nature from which the proportion determined by the law relating to the state’s general budget shall be transferred to the state’s public treasury. The stamp of the unit to which he is transferred or delegated all the entitlements of the transferred or delegated worker.

 

The statement clarified that the workers in the funds or special accounts are entitled to a leave with a salary on the days of holidays and official occasions that are determined by a decision of the Prime Minister, and they are entitled to an annual casual leave for a period not exceeding seven days during the year and a maximum of two days at a time, and an annual ordinary leave by prior request, for a period of time. 15 days in the first year from the date of confirmation, 21 days for those who have spent a full year in service, 30 days for those who have spent ten years in service, and 45 days for those over the age of 50, pointing out that people with disabilities are entitled to an ordinary annual leave of 45 days without being restricted to the number of years service, and the competent authority may decide to increase the period of the ordinary leave by no more than fifteen days for those who work in remote areas.

 

The statement indicated that the new job organization for workers in funds or special accounts guarantees their eligibility for sick leave in accordance with the specified controls, in addition to the leave prescribed for performing the Hajj, and maternity leave for women for a period of four months, with a maximum of three times throughout the duration of their work, and work injury leave, explaining that the hours The daily work is reduced by an hour for persons with disabilities, those who have a child with disabilities, and the female worker who breastfeeds her child until he reaches two years.

 

The statement confirmed that the competent authority may license workers in funds or accounts for part-time work, provided that it is not in all cases less than three working days, and in this case the worker receives 65% of his salary and the regular, sick and casual leave, and the performance evaluation, training, and behavior systems are applied. The job and the termination of the service prescribed by the competent administrative authority shall be imposed on the employees of the funds or special accounts.
